Launched by the Chinese Academy of information and communication research and the Chinese Academy of civil aviation science and technology, the Airline Public Communications Alliance (APCA) is to promote the non-profit Technical Organization for the purpose of public communication services in the civil aircraft environment.

The goal of the alliance is to build an exchange and interaction platform between the government departments and industry companies, R&D institutions, and to drive the in-depth exchanges and closer cooperation between the parties in the industry chain in the field of airline public communication technology, development, standardization, application and operation. China Institute of information and communications, China Civil Aviation Science and Technology Research Institute, China Mobile, China Unicom, China Telecom, China iron tower, China Airlines, Xiamen Airlines, Hainan airlines, ZTE communications, HUAWEI, Asia Pacific Satellite, and other 40 scientific research institutions, enterprises and colleges and universities have become the members of the APCA.
