Dr. Zhao Xianxin is the General Manager of Basel Ⅲ Implementation Office at Head Office of SPD Bank located in Shanghai, China. He has been in charge of the implementation and regulation approval application of the project since 2011. This project consists of 7 program groups and 23 programs, covering almost all material risk categories, including credit risk, market risk, operational risk, liquidity risk and interest rate management, which is aiming to improve risk management comprehensively of the bank and make the risk management infrastructure continuously evolve over time. Until now, all of the programs has been accomplished and weaved into daily practice of risk management. Dr. Zhao was also in charge of Risk Strategy and Policy Department at the bank as General Manager. 

Dr. Zhao got his Ph.D in economics from CCER at Peking University in 2000. He was a Humphrey Fellow enrolled in a Financial Engineering Program at Boston University from August 2005 to May 2006. As part of Humphrey Program, he also worked in State Street Global Advisor in Boston as a portfolio analyst until the yearend of 2006. 

Dr. Zhao’s profession interests focus on banking risk management, Basel Ⅲ implementation, China financial market and macro-economy. In 2004 he published a monograph on risk management in China. His article and opinions can also be seen in various journals and medias.
